If you would rather use what is already on your phone, iOS has two built-in options. They work, with trade-offs.
iOS Spoken Content (Speak Screen)
Turn it on in Settings, Accessibility, Spoken Content, then swipe down with two fingers from the top of the screen to read a PDF you have open in Files or Safari. It reads the whole screen aloud, but there is no word-by-word highlight, it struggles with scanned image-only PDFs that have no selectable text, and nothing is saved to come back to.
Files plus Speak Selection
Open the PDF in Files, select the text, and tap Speak. This only works when the PDF has real selectable text, so a photographed or scanned document usually reads nothing at all.
